What is the Ease of Living Index? 

The ease of living index is an assessment tool that is used by the Ministry of housing and urban affairs. The ease of living index is used to evaluate the quality of life and the impact of various initiatives for Urban Development in the City. This gives a complete understanding of all the cities across India based on the quality of life in the city, the economic ability of the city and its sustainability and resilience. 

This year, 111 cities participated in the assessment exercise performed by the Ministry of housing and urban affairs. According to this list, Bangalore is at the top, and is followed by Pune and then Ahmedabad, Vadodara, Indore and then Greater Mumbai.

The EOL survey is not only for cities but also for rural areas. The ministry of rural development is conducting a countrywide survey on the delivery of basic services to the rural areas.

How are the Cities Ranked?

The analysis conducted categorizes the cities into two parts, they are as follows: 

1. Those cities with a population of over 1 million.
2. Those cities with a population that are less than 1 million, also includes the cities that come under the Smart Cities Program.

The ease of living index also provides the resident’s view on the services that the city gives, through the citizen perception survey. This is one of the most integral parts of the assessments, as it properly captures the perception of the citizens concerning the quality of life in the cities, they are living in. This survey covers 49 different elements, like education, cleanliness, health, water supply, safety security, environment, recreation, transportation, availability of affordable housing, environment, Lifestyle and Public Services to name a few.

All the questions mentioned in the survey are objective. For each question, there are three answer options that the citizens can respond to, based on their experience with the water supply governance cleanliness and the other elements mentioned above. According to the Commissioner of Tiruchi  City Corporation, they are devoting their entire attention to the citizen perception survey and they are looking forward to getting to know the reaction of the people to various problems so they can improve their services with the feedback that they receive. The Ministry of Housing and urban affairs firmly believe that this survey encapsulates the standing of the city, as it contains the unfiltered truth.

The information that the Ministry of housing and Urban Affairs gets from the overall assessment helps the government identify its weak spots, capitalise on opportunities, enhance local governance and the resident’s lives, and aim for better developmental goals.

1. We have Bangalore with a score of 66.7 as per the index.
2. We have Pune with a score of 66.27 as per the index.
3. We have Ahmedabad with a score of 64.87 as per the index.
4. We have Chennai with a score of 62.21 as per the index.
5. We have Surat with a score of 61.73 as per the index.
6. We have Navi Mumbai with a score of 61.6 as per the index.
7. We have Coimbatore with a score of 59.72 as per the index.
8. We have Vadodara with a score of 59.24 as per the index.
9. We have Indore with a score of 58.58 as per the index.
10. We have Greater Mumbai with a score of 58.23 as per the index.

And in the less than one million populated cities category, we have-… 

1. We have Shimla with a score of 60.9 as per the index.
2. We have Bhubaneswar with a score of 59.85 as per the index.
3. We have Silvassa with a score of 58.43 as per the index.
4. We have Kakinada with a score of 56.38 as per the index.
5. We have Salem with a score of 56.38 as per the index.
6. We have Vellore with a score of 56.38 as per the index.
7. We have Gandhinagar with a score of 60.9 as per the index.
8. We have Gurugram with a score of 56 as per the index.
9. We have Davangree with a score of 55.25 as per the index.
10. We have Tiruchirappalli with a score of 55.24 as per the index.

Once the Ministry of housing and urban affairs assembles all the information gathered from the survey, they then hand it over to the government. The governments take a careful inspection of the information gathered and make decisions on how to move forward. Once the scores are out, it encourages the local governments to improve their schemes and services to increase their score over time, but also to benefit the people of the city. The liveable city index points out where the cities stand regarding their infrastructural future.
