Table of Contents
In Mumbai, the Municipal Corporation of Greater Mumbai (MCGM) supplies almost 3,850 million litres of water to the residents of Mumbai. Also known as the Brihanmumbai Municipal Corporation (BMC), Mumbai's water supply network is ranked among the largest globally. The water supply network is maintained by the Hydraulic Engineer Department, which channels the water through the seven lake sources and is then treated according to the MCGM standards at four different water treatment plants. Let’s examine how MCGM maintains this water supply network and MCGM water bill charges.
More Details About MCGM Water Bill in Mumbai
The MCGM uses technical billing software that follows the BMC's water charges rule book. A resident's monthly water consumption is tracked and reported with the help of a water meter installed at the premises. The municipal corporation of Greater Mumbai's water bill is generated monthly or quarterly based on the type of connection- commercial, residential, or industrial. The MCGM prints and sends the bills to the resident's house via the Indian post. The houses with registered connections but no meters pay the water bill in Mumbai based on the percentage of property tax paid. A meter inspector is assigned in case of faulty or wrong meter readings, and the BMC water bill is generated upon inspection.

The Goregaon-Mulund Link Road (GMLR) has a budget of INR 1,870 Crore. Phase 1 will be operational by May 2024, with Phase 2 by May 2025 and Phase 3 by 2025-2028. BMC also proposed a Transportation and commercial Hub at Dahisar and Mankhurd to integrate transport modes such as BEST, Metro, and Para transit systems.
The development of the Mithi River is 95% complete, with packages II and IV progressing. A draft tender for Package III has been prepared, and the project is estimated at INR 3,067.55 Crore. The Mithi River development received INR 451.75 Crore. A proposed water conveyance tunnel from Kasheli to Mulund, with a budget of INR 350 Crore, is in the tendering stage to strengthen Mumbai's water supply system.
In anticipation of the budget, there's a notable emphasis on enhancing Mumbai's aesthetic and functional appeal, highlighted by Chief Minister Eknath Shinde's initiatives for city beautification and cleanliness. This budget cycle also marks an increased engagement with the public for suggestions, showcasing a participatory approach to governance. With a significant part of the budget allocated to operational costs, the BMC faces the challenge of balancing essential services with the need for developmental funding, underscoring the importance of innovative revenue generation strategies to support Mumbai's growth and sustainability.
What are the Water Charges of MCGM?
MCGM's water billing system is crucial in generating revenue for the BMC, standing alongside property tax as a significant income source. Under the current guidelines, Mumbai residents are entitled to a daily quota of 150 litres of water per individual for domestic use, charged at a subsidised rate of ₹6 for every 1,000 litres.
This pricing model came into effect in 2019, marking a 2.48% increase from the previous rate of ₹6 per 1,000 litres. This change is rooted in BMC's policy that allows for an annual water tax hike of up to 8%. The billing is designed around the assumption of a household comprising five members, translating to a daily water requirement of 750 litres.
However, with variations in consumption patterns across Mumbai, where some households exceed the 750-litre daily average, BMC proposed a tiered tax increase in October 2020 for higher usage brackets. This would have escalated the tax rate for households consuming between 750 and 1,000 litres daily and progressively higher for those exceeding this limit. Despite the proposal's intent to encourage conservation and boost revenue, it was ultimately not approved by the BMC's standing committee.

Navigating MCGM Water Bills with Abhay Yojana
The Municipal Corporation of Greater Mumbai (MCGM) plays a pivotal role in managing water bill payments within Mumbai, imposing a 2% monthly penalty on late fees to encourage timely settlements. In a strategic move to boost revenue collection and offer relief to residents, the Maharashtra state government launched the Abhay Yojana in 2021. This initiative, active from April 7 to June 30, 2021, was designed to waive interest on overdue water bills, assisting customers during the challenging times of the COVID-19 pandemic. However, it's important to note that failure to clear outstanding dues could permanently discontinue water services.
To avail the benefits of the Abhay Yojana, residents of Maharashtra were required to register on the MCGM's official water bill portal, www.portal.mcgm.gov.in. The registration process necessitated the submission of several key documents, including identity and residence proof, a passport-sized photograph, and a registered mobile number, ensuring a streamlined and efficient application process for the scheme. This program represented a critical effort by the BMC to alleviate the financial burden on Mumbai's residents while securing essential revenue for the city's water infrastructure.
