According to the Directorate of Town and Country Planning, Government of Tamil Nadu, the minimum area requirement for converting agricultural land to non-agricultural land is up to 5 acres in respect of Corporation, Municipality and Town Panchayat and a maximum extent of 10 acres in respect of rural areas.

However, the minimum amount required for commercial approval from agricultural land is not mentioned in the sources I found. It is advisable to consult a legal expert before making any decisions regarding the conversion of agricultural land to non-agricultural land for commercial purposes.
