Thank you. This is for flats, I assume? What about attics in independent houses? Any laws or codes for that? (Such as minimum height, egress). Can attics be used as habitable spaces in independent house? Or is it strictly storage?

Yes, attic space is allowed in houses. But regarding a residential building, if there is a space left for the attic, it can either be used as a part of the top floor or if it would be left common, it would create a lot of fuss with the usage by its residence.
