Hey friend,

According to what I have read online, I think defaulters are not entitled to contest election to MC. They can contest the election after paying their dues. On the other hand, non-payment of dues does not stop or disqualify a member from casting a vote. The member will still have Owner member rights. Therefore, they can cast a vote.
