Yes, you can make a rental agreement without a lock-in clause as per my knowledge. However, I recommend you include a lock-in clause in the rental agreement as it mentions that tenant can’t vacate the rental property before a certain period. In case the tenant decides to vacate the rental property before the lock-in period, then they will have to pay the rent amount for the lock-in period as mentioned in the rental agreement.
