Oil-based paints don’t adhere properly to existing latex paints, and for that primer is necessary.
If the walls are painted with the opposite colour that you are planning to use, then it's best to use a primer to cover the old colour.
Covering darker shades with lighter colours requires multiple coats of new paint. It's best to use a primer to minimise the usage of paint.
