Hi,

As far as I know, if you are a Singaporean and you hold a Singaporean passport that means you are liable to pay taxes in India. So, it is not mandatory for you to submit PAN Card details. Those who pay taxes in India are required to present their PAN card to ICICI Bank.

So, if you are an NRI, then you can declare Form 60 in place of a PAN card. Apart from this, you will also have to declare Fatka and a Tax Declaration Number of the country you live in, to show that you pay taxes in that country.
