As mentioned in the previous answers, the number of floors allowed in Gurgaon, by the Haryana government is 3 floors on each property. But now, after 16 months of ban, the Govt. has finally given permission for a stilt + 4 floors for building in Gurgaon. This decision came in July 2024. This decision is only for plots in licensed colonies and sectors where the layout plan is approved with four dwelling units per plot.

What are the Number of Floors Allowed in Gurgaon?

In the case of plots that already have plans approved with three units per plot, permission for the fourth floor can be given if they are near roads that are 10m or wider. The plot owner for these cases needs to fulfil anyone out of two conditions. Those conditions are,

  • The owners need to make a mutual consent agreement with the owners of the nearby plots. Now, the consent agreement can only be made with owners who don’t have four-floor permissions. If the nearby plot owners don’t give consent, then they will be ineligible for future approvals.

  • Construction of a basement storey and transfer of load to a common wall is not allowed for plots with permission for stilt-plus-four floors construction. The construction of basement storey will not be permitted for plots that have a width and area less than 10m and 250 sqm respectively.

However, after a challenge to this policy in the Punjab and Haryana high court and a discussion in the state assembly, the government banned the construction and registration of fourth floors in February 2023.

According to the critics of the fourth builder floor in Gurugram, adding floors without upgrading the building's infrastructure strains the utilities and facilities already in place.

According to Chaitali Mandhotra, co-convenor of the United Gurugram Residents Welfare Association (RWA), an association of RWAs, before approving the construction of a fourth level, the government needs to improve the neighborhood's infrastructure.
