The number of floors that can be constructed depends on the FSI rules permissible in the area.

You will need to get the layout of the property approved by the authority/ structural engineer and get relevant paperwork for the construction of floors.

According to the  BBMP Guidelines, many factors impact the number of floors.

1)FAR (Floor Area Ratio) =Aggregate Built-Up Area / Site Area

2) Plot Size

3) Road Width

4) Setback Area

5) Total Height of the building to be constructed

Layout developers can definitely restrict you from building extra floors. You need to get legal permission to build above a certain height.
