This is, however, not applicable to villages and bonafide residents of the extended area of the village under Lal Dora. Besides, I found from DJB's official website that if you fail to pay the water charges or apply for a disconnection, there are some nominal fees per connection.

How many units of water is free in Delhi?A notification was released dated January 1, 2014 by the Office of the Director (Revenue) Delhi Jal Board that domestic consumers in the national capital will enjoy free water supply of up to 20 KL per month. Anybody whose water consumption would be less than 20 KL per month will be exempted from paying water bill.
A couple of conditions however, are still in place - benefit is available only to those who have functional water meters installed and if the limit is exceeded, the consumer will be billed as per applicable monthly tariff on full water consumption.

If a consumer owns 2000 Sq. yards or more plot size area has any of the two systems in place - rain water harvesting or waste water get 10% rebate, and in case both exist then they get rebate of 15% on total bill amount.
