Nowadays, applying for a ration card is not difficult. I have recently applied for a new ration card in Maharashtra by following the below process:
Go to
https://mahafood.gov.in/website/english/home.aspx

Click 'Download' from the left side menu.
To submit, click the "Form 1: Application for new ration card” link.
Fill out all the necessary details.
Send it to the Department of Food, Civil Supplies, and Consumer Protection with all required supporting documentation attached. Additionally, you must include a Rs. 2 stamp while submitting your form.
