There are a few straightforward actions that must be taken in order to update the phone number on the PAN Card:
Go to
https://www.incometax.gov.in/iec/foportal/

Tap the Login button.
Mention your User ID or PAN or Aadhar card.
Hit the Continue button.
Go to My Profile.
Tap on the Profile Settings button.
Scroll down and edit your mobile number.
Tap on Submit.
Validate the details by mentioning the OTP as sent on your new number.
The new phone number will be changed on your PAN Card once the request has been completed and approved.
