Every government employee is required to pay an annual property return. Employees in the public sector except peons need to fill out the annual property return form to declare their assets and liabilities under the Lokpal act. If you are serving in the public sector then file the declaration, information and annual returns of your assets and liabilities as on March 31 every year or on or before July 31. Now you must be wondering, how to fill property return form? Well in this answer you can explore the complete process to fill APR.   Process to fill property return form To file an annual property return form  you need to visit your state government employee portal. Here I have explained taking an example of Haryana for your reference.
  • Visit the official website of intra Haryana https://intrahry.gov.in/
  • If you are  filling  the annual poverty return then you need to register yourself on the website.
  • Considering you have already registered to the website. Once you reach the home page of the website click on the login option.
  • Once you successfully login to the website go to the main menu & hit the property return option.
  • Once you click the property return option you will see property declaration form, select the financial year and fill in the information of your immovable properties.
  • Please note that if you have joined the public sector in the financial year 2020-2021 no need to file old property returns.

A few days back when I was looking for

I followed her steps and found it quite similar while filling out the annual property return form 2023 in Punjab. I was actually relieved by her answer. Although her answer was for Haryana, it was quite similar which helped me to gain lots of insights. 

Let me explain the process of filing property return for Punjab.

How to file property return?

  • After visiting the website I logged in with my User ID and a password.

  • Then I selected the ‘file Annual Property Return (APR) online’ from the My Services menu.

  • The module of annual property return online filing will behave differently depending on whether the employee is new or old. New employees will be needed to enter all sorts of assets, whereas existing employees will only be required to enter ‘Immovable Asset.’

  • Select the year and asset type, then fill in the information requested by the many windows that appear one after the other.

  • Once all of the information for the item has been entered, the entry can be saved by ensuring that all essential fields have been filled out correctly. The confirmation will appear when you save

  • If a person has multiple assets of the same sort, they can all be recorded by selecting Add Property and then saving it

  • Before submitting the APR, the employee must choose a Verifying Officer from the drop-down menu. 

  • After selecting the Verifying Officer and the e-sign using the OTP option, an OTP will be given to the employee’s registered mobile number, which must be entered in order to submit the APR. 

  • While following these steps of how to file property return online, If you don’t receive an OTP, it’s because your phone number and the phone number entered by the office aren’t the same, and you’ll need to contact the office to get it corrected.

After going through the above-mentioned responses about the online property return, I would like to reiterate the same with regards to Jammu and Kashmir. Employees of the State Government must submit their annual property returns to the Administrative Secretary in accordance with the guidelines. This rule has been in place for a while. The Jammu and Kashmir Government Employees (Conduct) Rules, 1971 govern state employees. Making the annual return submission requirement was done to combat the rising corruption among government workers.

All public employees have the option to file their annual property returns with the help of the property form online at the

Property Return System website

The facility will automatically close on January 31 of each year, and public employees can start filing their yearly property returns on the portal on January 1st.

I would like to say that according to Rule 18(1)(ii) of the CCS (Conduct) Rules, 1964, government employees are required to submit an annual Immovable Property Return (IPR) that includes all the details of any real estate they own, have inherited, or are leasing or mortgaged in their own names or the names of any family members.

I completely agree with the steps mentioned by Rahul, and Charu. The steps that they mentioned for filing the property return are more or less the same, however, they might slightly differ with states.
