Patta can be deeded as a revenue record of a piece of land. It is commonly known as the Record of Rights (ROR). The Tamil Nadu government has made an online portal for the functioning of the Tamil Nadu Registry Department. Citizens can easily avail online services offered to them. 

  • Click here to open the official website of TN Patta Chitta 

  • You might need to register as a user on the main website. 

  • You can open the website and check EC details from the ‘E-services’ option.

  • You will need to select the ‘Encumbrance Certificate’ option and then choose the ‘Search and Apply EC’ option. 

You might need to pay a small fee to obtain a digitally signed EC. 

  • EC Application fee- Re 1.

  • Search Fees for 1St year – Rs. 15

  • Search fees for every subsequent year – Rs 5

  • Additional Fee in the Computerised period, that is, from 1987 onwards – Rs 100

Let me tell you that, in Tamil Nadu, an encumbrance certificate, also known as a 'villangam' certificate or an EC certificate, establishes your total ownership of a property. In Tamil Nadu, you can apply for this certificate online.

  • To apply for an EC online, you must first create an account on the TNREGINET website. 

  • If this is your first time using the site, you must register and submit information such as your username, password, address, identity number (PAN/Aadhaar/driving license/others), and contact information. Fill out the form to get an OTP sent to your phone number.

  • Look for a verification link from the authority in your inbox.

  • You can access the TNREGINET portal after your information has been validated

  • A registered user can now access the homepage's 'E-services' tab > Encumbrance Certificate > Search and apply for an EC

  • You'll need to fill in the following information: Zone, district, and sub-registrar office locations. Time: The start and end dates of the EC. Details of the survey include the village, survey or patta number, and subdivision number. Plot number, flat number, door number, ward, block, border details, extent, and build-up area. Additional information: old survey number, TS number, old door number, declared owner, father's name, and any recorded document.

  • After you've entered these details, you can search for an EC/encumbrance certificate in Tamil Nadu by typing the captcha.

  • After clicking 'Search,' any papers related to the information you entered will be displayed. Go to ‘ Apply Online ’ and fill out the form.

  • Fill in your name and contact information, save it, and then proceed to payment.

  • After viewing the payment information, choose the payment option to proceed to the e-payment screen.

  • Fill out the e-payment section with information such as your name, address, and sub-registrar office.

  • Select and pay from the bank from which you desire to make the e-payment.

  • You will be given a bank reference number, a CIN number, and a transaction ID if your payment is successful. Keep these facts in mind. The encumbrance certificate will be provided to the applicant's login with a QR code appended to all pages and a digital signature of the sub-registrar affixed at the end, following the selection of the necessary data and approval of the application by the sub-registrar. The applicant will receive an SMS notification.

  • Under 'E-services' > Encumbrance Certificate > Request List, you can view the digitally signed online EC.
