Our building has CCTVs installed so I asked the security guard about it. He said it is working. Let me tell you how he detected it.
Observe whether the camera is moving or not
Our building has a pan tilt type security camera installed and it was rotating continuously that day which states that it is working. If it was still, it would have meant it was not working
If you see a red light around the lens of the camera on the dark, do understand that it is working
If it is your installed camera you must have the login ide so just login and check whether it is recording or working or not
