This certificate will help the legal heirs in transferring assets of the deceased person like mutual funds, fixed deposits, property, etc. to their names. In this answer, I will explain how to make legal heir certificate in Delhi as I have also applied for this certificate myself. Here’s the easy process:
Go to the office of the respective SDM/Tahsildar .

Contact Details of Officers at New Delhi Municipal Council
You can obtain the application form from the office itself or you can write an application on an A4 paper. You will have to affix the advised stamp on the paper as per the need.
Submit the duly filled application form as well as the required documents to the respective authorities.
After verifying the application form and documents, the authorities will make entries in their registry and give you the record number for future purposes.
The authorities or Tahsildar will forward the application to the Mandal revenue officer (MRO) and Village Administrative Officer (VAO) or other concerned authorities.
After the verification, the officials will submit their report to the respective authority or Tahsildar to issue the certificate.
Finally, you will obtain the legal heir certificate.
