You can add PVC blinds or mesh fabric blinds around your balcony to protect it from rain as well as winds. These blinds are also known as rain curtains or rain screens. 

You can install Sliding Glass curtains or glass shutters in the balcony. This will keep insects out of your space. You can slide open the shutter when you want and close it when it rains. 

The best thing you can do is install a lean-to roof with tiles or a PVC sheet supported on an MS frame. This will keep your balcony safe from natural elements. 

Another tip on how to cover balcony from rain. Install a Retractable Awning on your balcony. You can get the waning customised according to the size of your balcony. This option is slightly expensive but worth it in my opinion.
