You can stand for committee election even if you have not been a member for the last two years. There is no such rule that can restrict you. You can ask the committee members to show you the rule book.

His/her moral behaviour is not good
If the applicant fails to furnish the expenditure records
In the case whether it is noted that he/she does not make payments in time or other such similar cases
