The BBMP Betterment charges are paid by property owners.

According to the notice released by the Bruhat Bengaluru Mahanagara Palike, property owners have to pay betterment charges not just when they are developing the property for the first time, but also when renovating or redeveloping their properties. So, yes you might have to pay betterment charges.
