There is a basic process followed after one wins a MHADA lottery and that is-
The winner first received an intimation letter from MHADA by post
He/she needs to submit all documents mentioned in the form
he/she will receive the provisional offer letter next
You will have 45 days from the date you were given the letter to pay 25% within 2 months
The rest (75% of the amount) needs to be paid in 2 months
Once the entire amount is given, you will receive the Gala Vatap Patra
The winner next has to pay the stamp duty and register the property
Submit a copy of registration at MHADA office
He/she will bet 3 copies of Possession letter
The first copy needs to be submitted at the site where the flat is located; the second copy in the bank where you have opted for a home loan; and the third copy to the Municipal Corporation

After winning the MHADA lottery you can make full payment. Only then you will get possession. You need to produce two self-attested photographs as well.
Coming back to your second question, if you are availing home loan you need to deposit 25% of the total before securing a loan at the bank. After paying 25% you can obtain NOC for a home loan.
So, you have to pay 25% of the money first if you are opting for a home loan.
You can provide cheque to pay the amount.
