I think what you are trying to say is that you want to build a new flat on top of an old property. It is completely normal to build new flats on top older properties but there are few things that you need to consider before doing so. 

  • Structural integrity

  • Building regulations

  • Architectural and engineering designs

  • Safety

I am aware of a friend of mine, who had done the same thing but he consulted a Civil engineer before doing that. So, I would suggest you to do the same as well. I hope this helps.
