Is the terrace considered as a refuge area for upper floor residents?

Although rules of the refuge area in high rise buildings may differ in various states but as far as I know, the terrace area is considered a refuge area in high structures. For example, I know for a fact that in Mumbai, high rise buildings with a height of 30m will have a refuge area on the terrace floor. 

The National Building Code states that there should be a dedicated refuge area in a building on every seventh floor or after first 24 meters of the high rise building.
