Hey pal,

If your water meter is not working you need to figure out the exact problem. Is there an issue with  leaks , water pressure and faulty parts ?

If you see any dirt or debris, try to manually remove that. If the system is not working because of dirt, it will begin to work after a thorough cleaning.

Though, if the meter is broken, you should call a professional to look at it. They will be able to tell you the exact cause.
