If you are talking about getting plan approval documents for your property, I would say that you should get both the approval documents. Proposed plan approval will help you understand which plan was proposed and approved in the first place, while collector plan approval will be a final approval document. 

If you need to refer to a proposed plan for some reason, then you will have a reference point.
