The rental payment debited from my account, but not credited in beneficiaries' account twice. What to do?

I have faced the similar situation where my rental payment was debited but not credited to my owner’s account.  I therefore enquired about the rental payment debited not credited solution from my friend, who works in banking. He instructed me to follow the advice below:
