As per my knowledge mutation of property is required to pay taxes. So, before checking the mutation you should also check if the builder possesses the sale deed of property. Also check if the encumbrance certificate is issued under his name. At times people can mutate property illegally as well, so these documents should be checked to safeguard our interest. If the builder has all these documents issued under his name, I feel you are safe.
