There are various components of an electricity bill. According to the Indian electricity Act, each consumer needs to pay electr duty. The website describes it as ‘Electric duty shall be levied for and paid to the Government the electricity duty at the rate of 1[four paise] per unit also by a person generating energy for his own use or consumption on the energy used or consumed by him in a month.’

It is a tax the consumer pays to the government for the electricity they have consumed.
