Details about the land can be found in Grant, Lease, Eviction of Encroachment and Regularisation of Unauthorised Occupation of Government lands under the Kerala Land Grant Rules(KLR), 1969.
Laws:Rule 97(1) of the KLR states that 30 acres of land per 100 headcounts of cattle are stipulated as Gomala land. Only after prior approval of the authorities can the deputy commissioner reduce the land.
Conversion of such land : I had read that the public is not allowed to conduct Gomala land conversion in Karnataka. Only the government can lease, convert, buy or sell such land. A sub-committee has been formed by the Karnataka government to survey and check guidelines for Gomala'' land in the state.
According to the Court judgments of Karnataka High Court which were issued in Circulars 200740 and 200941, Gomala land cannot be granted to private bodies/institutions.
How to find Gomala land?You can find a list of Gomala land from the state land record department. The revenue department usually keeps a record of all the land annotated by the government for public use.
Earlier on, Gomala land was cultivated under the efforts of the Forest Department wherein the department identified the revenue land in its jurisdiction. You can find a list of Gomala land from the Forest Department of the state.

So, any person who has built houses on Gomala land will be regularised. I was reading the news where I learned that the Government is taking initiatives to distribute government land and regularise the lands for families belonging to the lower class of the society. I also came to know that the Government is thinking of leasing out the Gomala lands.
I have done my research and I have seen that some applications to regularise Gomala land in Mangalore and Udupi were rejected as well. So, I feel it hard to give you an accurate answer on can Gomala land be sold or bought.

The land which is not assessed for a longer period of time, is reserved for public use and is inhabited by a road, a burial ground, and water bodies, among other things and it is also reserved for village forest land as per the legal act and regulations of the authority department.
