As I live in Bangalore, I get an electricity connection from BESCOM. Hence, I can add to this discussion regarding SD available in electricity bill. All of BESCOM's customers must provide a security deposit when a new connection is issued.

Depending on how much power a customer needs, a set amount is fixed for the initial electricity security deposit. This amount is normally computed starting in the next year based on the average bill amount equivalent to two months in the case of monthly billing and four months in the case of bi-monthly billing.

According to BESCOM sources, the security deposit is comparable to the money that banks require as a minimum balance or that landlords require from tenants before renting out a home, and it was necessary to collect this money in order to protect BESCOM from customers who did not pay their electricity bills on time.

The security deposit should be Rs 1,900 (9502) if the monthly billing amount increases to Rs 950 the next year as a result of an increase in unit pricing or an increase in power use. At this point, BESCOM notifies the customer and requests that he pay the difference, in this case Rs 400, in order to make up the difference. This the ASD amount.

The security deposit for new electricity connection of BESCOM is about Rs. 300. (Rs 200 for the Stamp Paper and Rs 100 for installation and transfer fees).

This amount is to be paid by every citizen who has an electricity connection in their houses. If an individual fails to pay the electricity bill for a month or so the company will deduct money from the security deposit.

As per the security deposit MSEB guidelines, customers will receive two different bills for the payment of the electricity bill. One will be a normal electricity bill and the other will be a security deposit for the electricity bill. 

What is the MSEDCL security deposit calculation?

The amount of Security deposit is based on the three months billing or billing cycle period. Whichever is lesser will be considered as the amount that you have to pay for the security deposit. The average billing cycle period of 12 months will determine the security deposit if it is less than the average of the last three months' billing. 

If the Security Deposit is more than the security needed to maintain the e Supply Code Regulation, the excess amount will be refunded back to the consumer in a single instalment.

No refund will be given if the refund does not exceed the 10% of the amount of the Security Deposit required to be maintained by the customer or Rs 300, one that is higher will be chosen. 

If the Security Deposit of the consumer is higher than the Distribution Licence, an additional security deposit should be paid. 

The Distributor is supposed to pay interest on Security Deposit at the Base rate of State Bank of India and 150 points on the amount of security deposited submitted.
