Hi Vimal,

Developers usually grant fit-out possession, also known as "soft possession," to prospective homeowners after construction is finished and while the OC application or an offer of possession is pending. This is done primarily to allow the homeowner to begin interior renovations and move in as soon as the OC is granted. The right to move into an apartment does not accrue to a house buyer upon acquisition of the fit-out. Residents must first obtain an occupancy certificate or an offer of possession before moving in. A certificate of occupancy gives proof that a property is occupied legally. You have access to amenities like electricity, water, sanitization, and other necessities when OC is in place.

You can read more about the differences between the two in the following response.
