  • Eligibility:
  1. The plot must be in an unapproved layout where at least one plot was sold on or before October 20, 2016.

  2. Both the entire layout and individual plots are eligible for regularization.

  3. Apply online through the website

    www.tnlayoutreg.in

  4. The last date for application submission under this scheme was November 3, 2018.

  • Submission and Scrutiny:
  1. Pay a scrutiny fee of Rs. 500/- per unsold plot online (by the layout promoter or purchaser).

  2. Submit hard copies of documents to the Chennai Metropolitan Development Authority (CMDA) or the appropriate field office of the Town and Country Planning Department for in-principle clearance.

  3. The local planning authority cross-checks the list of unapproved layouts received from the concerned local body with the list of online applications for layout.

  4. Site inspection is conducted by the CMDA Officer or the field office of Town and Country Planning.

  5. Drawing showing road and open space reservation (OSR) patterns of the layout is sent to the local body for corrections.

  • In-Principle Approval:
  1. Once in-principle clearance is obtained for the layout, the road and OSR area are deemed to have been gifted to the local body.

  2. Layout drawings are sent with details of charges and fees to be remitted by the applicant per square foot of plot area.

  3. Individual plot owners can obtain regularization orders for their plots from the local body after payment of applicable charges and fees.

  4. Layout promoters can also obtain regularization for unsold plots after payment of these charges.

  • Consequences of Non-Regularisation:
  1. Electricity, water supply, and sewerage connections will not be given or may be disconnected.

  2. Building permission and registration of unapproved plots will not be allowed.

  • Documents Required for Regularization:
  1. A copy of the sale deed.

  2. A copy of the layout.

  3. Self-declaration on a stamped paper as mentioned on the website.

  4. Access road width should be at least 4.8 meters for urban areas and 3.6 meters for rural areas.

  5. Roads of the layout can be accepted as-is, except for extending the road to the boundary to provide access to adjacent land.
