If you were living with the deceased at the time of his death and you are a legal heir, the landlord will transfer his property without any additional fees.

However, being the owner he may ask for some reasonable charges, then you can either mutually decide for such payments if it remains reasonable for you as well. However, if they are charging a lot, you may proceed with a suit.
