What is TP scheme?

The TP scheme is basically collating the data related to land under different ownerships and redistributing the property after carefully marking out land for open spaces, social infrastructure, services, housing for economically weaker sections and road networks. 

Now you must be wondering where exactly is the Town planning scheme implemented? Let me tell you, TP scheme is applicable for the planning and designing of greenfield projects or partially developed areas, which are usually new towns. It works towards infrastructural development by consolidating land, such as roads and public parks and revitalizing downtown areas.

The town planning procedure is broadly divided into three major schemes:

Draft scheme:

Here the TP scheme’s intent, survey of area and boundary delineation is done. Once that is done the drafting committee holds meetings to invite any consultations, objections and public participation at least twice. The draft is then sent to the state government for approval.

Preliminary Scheme:

Next physical and spatial plans are made. Laying out of roads, plots and infrastructure begins, simultaneously personal hearings are held for affected land owners. The final decisions are made by TPO and submission of physical planning is done to the state government within 2 months.

Final Scheme

: Finally, tabulation of cost of infrastructure, betterment charges and compensations is done. The final decision of TPO on fiscal planning is done and the final scheme is submitted to the state government for sanctioning within 3 months.
