I learnt about the wheeling charges in electricity bill in Maharashtra only. In simple words, wheeling charges are the transportation cost of electricity. It is the charge that is paid to transport electricity from a power plant to a house or user’s house. The wheeling charges in India are calculated as per megawatt-hour. 

I recently learnt in an article about the hike in wheeling in electricity in Maharashtra. It is expected that there will be a hike in the power bills in Maharashtra. In fact, the hike is supposed to be up to 18% in tariff as per the petition filed before the Maharashtra Electricity Regulatory Commission or MERC. 

The slim consumers have to bear 6-18% of the proposed hike as well. But for the high-end electricity users, the proposed hike might be only 2%. This will be deliberately done to prevent them from migrating to Tata Power.

look at your most recent electricity statement, you'll see that MSEDCL included a fee called "Wheeling Charge." Additionally, there are other line items including the fixed fee, energy charge, fuel adjustment charge, and the duty/tax on electricity.

It is the fee charged by one electrical system to another for the transmission of electricity. For instance, if I wish to use the MSEDCL (Maharashtra State Electricity Distribution Company Limited) transmission or distribution network to transfer power from Ahmedabad to Pune, I must pay MSEDCL the fee authorised by the MERC (Maharashtra Electricity Regulatory Commission). Wheeling of power refers to this type of power transfer on the MSEDCL network, and in general, the wheeling charges electricity is the rent I must pay to the network's owner in order to utilise it.

the calculation is done per MWH. You can get an idea of what wheeling fees are from this. The wheeling fees are calculated by multiplying the total power wheeled in P(MW) by the cost per MW of wheeling in rupees.
