Land conversion for ST and SC categories is always a trending topic for Karnataka, I read some details related to it in The Hindu newspaper which stated that no such permission was mandatory as per Section 4(2) pf the Karnataka SCs and STs Act, 1978 for the transfer of granted lands if such lands fell under Section 95 of the KLR or Karnataka Land Revenue Act, 1964.
Also note that the granted lands brought to the STs and SCs will lose their title under the provision of 1978 ACT when any other activity other than agriculture happens to be seen there.
In short the land conversion permission was granted by the Karnataka state government after 1978. In that case the land will no longer be stated as a granted land.
