If you are talking about the development charges in electricity bills, then I want you to know that these charges are collected for recovering the cost of laying power lines and are generally fixed for each consumer based on the contracted loads. So, I think the landlord should pay these charges. However, I suggest you talk to other tenants or any landlord you know, or legal experts for better clarity.
