An agreement to sell is a promise that the property will be transferred to the rightful owner in the future, while a sale deed is the actual transfer of property ownership to the buyer. So, I don’t think you can register the agreement to sell. However, you’ll have to register the sale deed. In Gurgaon, you are required to register the sale deed at the Sub-Registrar’s Office in whose jurisdiction the property is located.
