Why there are more than half a million flats empty in Mumbai, when there is an increase in slumage? Is there any solution for this?

Mumbai - City Of Dreams, has attracted migrants from all over India. Obviously a proper stay is the first requirement of a person. In the last few years, construction has gone up at a speedy rate but more than half a million flats are empty. The biggest factor is of course - PRICE. All the payments 20-25%, even if you calculate the loan - will have to be made at one go. The builder sometimes hoards the flat and waits for a price rise. Sometimes the building has not obtained all the clearance certificates. Location of the flat is also an important factor. In Mumbai, traveling eats up a lot of time. So, far - away flats are difficult to sell. Thus, Distance, Time and Price are the key factors which control the sales of the flats. On the other hand, the cost of living in slums is virtually nothing compared to living in flats. Mumbai slums also cater a lot of business in small scale industries. Almost every adult member in the slum is working at places in their vicinity. Certain slum dwellers are letting out the apartments provided by the government for around 5000 a month and they stay in their hutments. Many have started their own small scale businesses which they might have to close if they move out of the slums. They have already become used to living in slums which have basic amenities like water, electricity, TV etc. The issue can be resolved if the government is able to provide adequate employment to slum dwellers which is enough to provide education to their children and to take care of their basic requirements. Also, the dominance of the underworld mafias who actually carry on illegal activities in slums should be very much controlled and brought to an end as soon as possible. Builders should not encourage hoarding of flats. Proper awareness needs to be created amongst the slum dwellers about a better life in the flats about sanitation and a healthy way of living.
